ITANAGAR, June 16: The city  police yesterday achieved a breakthrough when they arrested three persons in connection with the recent Nirjuli incident in which a pistol and suspected explosive materials are found from the car of RTI activist and Sango Lomte Foundation chairman Payi Gyadi. Police convinced that  pistol and other  materials found in the car were planted by someone.

The arrested persons have been identified as Kariling Gyadi (29), who is believed to be former member of Liberation Tiger of Arunachal (LTA), Sanjeev Tana (38) and Rupam Wary (28) and  they confessed their involvement in the case, but the motive behind such act could not be immediately established, the SP informed.

Giving details which leads to the arrest of three persons, SP further disclosed that police had received a call from mobile number 9402929486 around 1:43 hours on 6 June, caller was claiming himself an intelligent wing personnel from Assam  and  informed that vehicle number 3802 has possessed dangerous articles which stationed somewhere at Nirjuli. Again same number called the city police at around 9:11 hours   with specific details of vehicle number and location which accordingly police acted and found the suspected car  which later turned out be car of RTI activist Payi Gyadi.

The police recovered a 9mm pistol and two other objects wrapped with papers from the seat pouch of Gyadi’s vehicle parked inside the residential compound of his landlord at Nirjuli.

The SP, who himself rushed to Nirjuli on that day  further said finger print experts were called in but no finger prints could be developed as the vehicle was exposed to heavy rains overnight. It was found that the channels of the car removed and lock damaged. On close inspection and even after thorough examination of Payi Gyadi and other family members, police was convinced that the pistol and other objects were planted by someone.

Accordingly, a sou-moto case vide Nlg PS case No 67/11 u/s 25(1)(A) Arms Act was registered against unknown person(s) and investigation launched. Subsequently, another case (No 71/11) was registered u/s 195/120(b) IPC on June 14. The police sought 14 days custody of the arrested persons.

Tawang prepared for ultimate religious rituals of late Khandu

Nima Khenrab

TAWANG, June 16: The preparation for the 49th day religious rituals of late Chief Minister Dorjee Khandu which is scheduled on June 17 has been set at the private residence of late Khandu at Lemburdung here. This ultimate ritual is mainly performed to guide the soul to the right path according to the Buddhist custom.

It was on Saturday, April 30, exactly ten days after the Pawan Hans Mi172 crash landed at the edge of the Urgen Sangpo Heliport, Tawang killing 17, that another Pawan Hans Helicopter (Eurocopter B3) with former CM late Khandu and four others went missing approximately 20 minutes after it took off from the Army Helipad. On May 4, local search party under the leadership of ASM Thutan Genden found the mortal remains of late Chief Minister Khandu and four others. The last rites of late Khandu was performed on 10th of May with all state honour.

It is worth mentioning here that despite the concerted efforts of the Central and the State governments, the missing helicopter could not be located even after more than 96 long hours. Services of the Royal Government of Bhutan were also sought in the search operation. It was indeed one of the gloomiest periods in the history of Arunachal Pradesh when the search operation of the beloved Chief Minister was repeatedly hampered by inclement weather. Finally, local people traced out the  crashed helicopter at the remote hill of Sachung Grazing Ground, adjacent to Luguthang.

Khandu was borne to mother, Late Pema Tsomo and father, Late Leki Dorjee on March 3, 1955 to a peasant family of Monpa tribe in a small village called Gyangkhar of Tawang district. He assumed office as the 5th Chief Minister of Arunachal Pradesh on 9th April, 2007 and held the coveted office of the Chief Minister of the State for a little longer than four years before his tragic death. He is survived by four wives, five sons and two daughters. Khandu started his life by serving in the Indian Army’s intelligence Corps for seven years. His diligent service in the Intelligence corps decorated him with a gold medal for rendering meritorious services during the 1971 Bangladesh war. Thereafter, he shifted his career as a small time local politician and rose to the highest political post of the Chief Minister of Arunachal Pradesh. His political debut started in 1980 when he was elected as an Anchal Samiti Member (ASM). He established drinking water supplies, electricity and communication systems in conjunction with setting up schools in remote areas of Tawang district.

With his visionary instinct of preserving the rich unique ancient tradition and culture of the Monpa community, he established the cultural and cooperative societies in Tawang. Under his leadership as the Culture Secretary the Tawang Cultural troupe participated in the 1982 Asiad, in Delhi and won a silver medal for excellence in performing arts.

From then on, there was no looking back. His zest for initiating the much required infrastructure development in the State took him to the Corridors of Power in New Delhi where with his humble demeanour and cordial approach persuaded one and all including the Prime Minister Dr. Manmohan of their active participation in the unprecedented development of the State. With his untiring efforts, he was able to invite the Prime Minister to Arunachal Pradesh on 31st January, 2008 after a gap of ten long years. It was on this visit that the Prime Minister of India to announce The Rs 24,000 crore Mega special package for the State.

The magnanimous love of the people irrespective of boundaries could be visible from the tears that rolled from their cheeks when they learnt about the demise of their great leader.

With his passing away the people lost their generous and compassionate “Laughing Buddha”. Though dead, Khandu shall ever remain in the hearts of his people and go down in the history of the State as ‘Father of modern Arunachal’.

DoNER accords priority to Arunachal’s development

ITANAGAR, June 16: With the Centre attaching top priority to the development of sensitive border state of Arunachal Pradesh, Union Development of North Eastern Region (DoNER) Minister Bijoy Krishna Handique yesterday assured all possible help for achieving the goal.

The assurance came when state’s Planning and Finance Minister Kalikho Pul called on Handique at his New Delhi office to hold threadbare discussion on the effective implementation of numerous DoNER and NEC schemes vis-à-vis the problems confronted by the implementing agencies in the strategically located state. DoNER secretary Jayati Chandra, joint secretary P K Pattanaik and director K Guite also took part in the hour-long discussion.

Handique (who belongs to neighbouring Assam), Chandra (who has traveled to many interior parts of the state on foot as member of the Planning Commission) and  Pattanaik (who also worked in the state as commissioner), appreciated the problems created by tough terrain, vastness, lack of communication and hostile climatic conditions, Pul told this daily over telephone.

As New Delhi ups its ante for expediting the development of the state, particularly in the far-flung, inaccessible and border areas, the responsibility of the state government automatically increases manifold. This calls for apprising the minister concerned the ground realities in the right perspective to create an effective working condition, Pul reasoned.

A lot of reforms in financial and monitoring matters are required for successful and time-bound implementation of all centrally sponsored schemes, which were discussed fruitfully during the meeting, he said.

Pul, who took over the important planning and finance portfolio recently, also pleaded for new criteria and new formula for allocation of funds for this land-locked state considering its strategic importance, remoteness and other peculiar problems.

The close coordination between Itanagar and New Delhi while taking the people along is crucial to achieve success, Pul advocated.

It is worth mentioning here that the Planning Commission on Monday last approved Rs 3,200 crore as annual plan outlay for the state for 2011-12, with a special thrust on infrastructure development. The unprecedented plan hike of 22.4 percent is a clear indicator of New Delhi’s commitment towards Arunachal Pradesh, Pul added.

AYVF demands CBI enquiry

into chopper crash

ITANAGAR, June 16: Arunachal Youth Volunteer Front (AYVF) has demanded CBI enquiry into the Luguthang chopper crash which claimed life of former Chief Minister late Dorjee Khandu and four others on April 30 last.

In a letter to Chief Minister Jarbom Gamlin, the Forum said that the agencies investigating the chopper crash are parts and parcels of Pawan Hans, DGCA and civil aviation and their impartiality and credibility in this particular case will  always under the scanner  as any fault  if found during investigation  will be risking their own department or agency. Moreover, the failure to locate the ill-fated helicopter by Sukhoi air craft and ISRO satellite during search operation gives no confidence on the abilities of investigation agencies either, the Forum added.

It is more than one and half months since the chopper tragedy, but the state government has failed to investigate and ascertain the circumstances and immediate cause of the crash so far, Forum  said. It questioned why the state Government is reluctant to handing over the case to CBI for investigation.    The Forum further said the new leadership that has taken over the charge from late Chief Minister Khandu is duty bound to inform the people of the investigation into chopper crash. It threatened agitation in democratic way if their demand is not fulfilled.

Dam affected people reiterate demands

Correspondent

ANINI, June 16:  The Dam Affected Citizens Committee (DACC) has alleged the state government of not redressing the grievances/demands made by public and said it lacked people’s first policy.

The state government should clarify on the demand made by the project affected people, which was submitted on October 2010 to Chief Minister office through Deputy Commissioner Anini, said the organization in a release.

The demand was for inclusion of charter of demand in memorandum of agreement between NHPC Ltd and the state government.

“The government comes to people only before fixation of public hearing, which has become a habit. This creates confusion only to realize later that all effort was in vain.”

DACC in its demand has claimed that the land rates for compensation after land acquisition is less in compare to other community area in the state.

“The approved rates should be uniform in entire state fixed as per different topography. The prevailing rates for the reliance hydro power project in Tato circle in West Siang District are given minimum of Rs. 100/square meter (Ten Lakhs/hectare) for undeveloped/uncultivable slope land and maximum of Rs. 600/square meter (Sixty Lakhs/hectare) for industrial plots.”  Whereas the organization noted that, in the case of Dibang Multipurpose Project, the land rate of community land per/hectare is given as Rs 1, 75,000 only as compensation.

The representative of dam affected community has stated it as unjustified and exploitation of the community people in the name of development.

A tribute to Karmaveer Dorjee Khandu

Yeshe Dorjee Thongchi

Today is the day of Jha Jhipchijirgu of our beloved late Chief Minister Dorjee Khandu who died in a tragic helicopter crash forty-nine days ago.As per the “THEODOL BARDO” the Tibetan book of Dead, the great tantric book of death ritual as propagated by the great Buddhist saint Padmasambhaba or popularly known as Guru Lopon Rimpoche, today is the last day for a soul of a dead person to sojourn in the realm of voidness and with proper ritual his or her soul could take final farewell from amongst his near and dear ones whom he or she misses more than we mortal beings and will find refuge either at a womb to take rebirth in life form or go either to heaven or hell as would be his or her karma. We lamaist Buddhists  observe forty-nine days mourning with rituals with special pujas continuously up to seven days, then intermittently on fourteen and twentyone day and lastly on forty-nine day till the dead anniversary. So today is day when I can pay my last tribute to Karmaveer Dorjee Khandu (The Arunachal Pradesh Literary Society has already announced to confer the title of Karmaveer posthumously to late Dorjee Khandu in an appropriate function after the mourning period is over) and pray that may his soul find a womb to be born as another great son of this state.

How great a person late Dorjee Khandu was when he was alive, how popular he was, such signs were witnessed only at the time of his death. His popularity could be seen from the number of people who responded to the news of his death, the number of people who shed their tears, who line up with flowers, khatas, gamochas, edi chadars in long queue to pay their last tribute. The crowd lining up both sides of road, just to have a glimpse of coffin containing the dead body of the man they had come admire and love so much, for whose safety and wellbeing everyone prayed since the news flashed all over the Indian Channels about his helicopter going missing, that everybody hoping and praying that he will return back to them hearty and smiling, praying in Mandirs,Gompas, Kargu Gamgis, Medar Namlos Neder Namlos, Churches, Guruduwaras but ultimately sad realities descended upon all in despair, never had there been so sad an occasion in the history of this state.

Yes, Karmaveer Dorjee Khandu who rose from a poor humble family like all older generations of Arunachal Pradesh was a man endowed with some extra-ordinary geniuses. Let me be frank. Before I could recognize what extra ordinary talent he was possessed my wife could recognize it and started advocating that he was fit person to become the next Chief Minister of the state, a person who could really usher a new era for the people of the state.I did’nt belief her conviction as many would do as late Dorjee Khandu very often admitted that he was an uneducated man incapable to read and write and so ever unfit to become a minister. He admitted many times that it was the generosity of Former Chief Minister  Mr.Gegong Apang that he and other uneducated MLA’s were made ministers in his cabinet. So aspiring for the post of Chief Minister was not his cup of tea.But both of us proved wrong and as foretold by my wife, unexpectedly he dethroned his powerful predecessor and became the Chief Minister. The general public of the state didn’t expect from him much but soon he started to deliver. People of all walks of life started to approach him with their problems and his heart was ever open to respond with its generosity.People came to him in hordes with their personal problems, social and economic problems and without mincing any word he would send them back satisfied. He was by nature very straight forward, open hearted and quick in response. He would never hold back his opinions whatsoever unpleasant it might be. He had wonderful memories and can mesmerize everyone with his blurting out facts and figures on his fingertips accurately. He need not required statistical data’s in writing as every data was stored securely in his memory. Hence his colleagues, officers, social workers could not differ with him. He never spoke and wrote in English and always used Hindi for expressing himself. But we officers working in his government could not term him a person without the knowledge of English. He would instruct us  to prepare draft note, letter, proposal etc to various ministries, agencies etc and would ask us to read same.To the astonishment of us he would suggest deletion of some words or correction of some sentences which could not had been possible had he not known English language.

Another characteristic of late Dorjee Khandu was his boldness. He was by nature very upright man and would not tolerate any nonsense. He took many such decisions which other Chief Ministers dithered from going forward. That is why he could start many developmental projects for the state by taking bold decisions. He was also able to maintain very cordial relationship not only with the people in helm at centre but with everybody from top to bottom whoever matters for the benefit of our state. Yes, he was a man of vision and wanted to take Arunachal Pradesh at the heights of development, wanted to fulfill the dreams of all, worked tirelessly towards achieving of his dream and vision, but the almighty god wished otherwise. One can narrate in length about his life, about his works, but I have confined myself within the ambit of how I perceived him as a man, as a leader, as a visionary.

Today, on this occasion of Jha Jhipchijirgu, I pay my homage to Karmaveer Dorjee Khandu. May his soul find a sacred womb today so that he, in another human form can serve the humanity.

(Sahitya Academy awardee Yeshe Dorjee Thongchi,  is presently the Chief Information Commissioner, Arunachal Pradesh Information Commission. He is also the President of Arunachal Pradesh Literary Society (APLS).

Talar deserves Govt support

Dear Editor,

L. Talar  and J Ribya (National level Badminton Player) have not only represented state  in Mini, Sub-Junior, Junior and Senior national  level tournaments and All India Major Prize Money Ranking Tournaments since 2006 till date, but also brought many laurels for the state.

According to records of Arunachal State Badminton Association (ASBA), Talar was former National Rank No.1, U-10 and U-13 Boys single  and boys double category. At present Talar is also National Rank No. 1 in U-15 boys single and double events. He is now playing in main events in U-17 and U -19 All India Junior Major Ranking Prize Money Tournaments (Cochin) which began from June 14 last.

As per the BAI record (Badminton Association of India) Talar is the one of the most Junior promising talented badminton players from Arunachal Pradesh in particular and the country as a whole. If he maintains same tempo and rhythm in near future,  he can bring name and fame to the state in particular and country as a whole.

I wrote this letter as I hope that new Government under the leadership of Chief Minister Jorbom Gamlin will look into the matter seriously and encourage state’s budding players. I have more expectation from his leadership and hope the state Govt will sponsor Laa Talar and other sportspersons like Drummer Toko Taji, who got sponsorship for 3 three years. Former Chief Minister Dorjee Khandu gave them 100% assurance for sponsorship 15 days before  the chopper crash. I, being one of the sports lovers of the state personally appeal  to the new Gamlin led state Government to support Talar.

Yours,

L. Ribe,  Itanagar.

Basar needs fire service station

Dear Editor,

I request the state Govt for establishment of sub-fire service station at Basar circle under West Siang district.

The irony is that Basar, one of the oldest town of West Siang district, is deprived of fire service station till today. The people of Basar area facing lot of problems during unfortunate fire mishap due to non-availability of fire service while fire incidents are happening always every year.

I request the Basar MLA to look into the matter on priority basis and also request the people of Basar put pressure on authorities for immediate establishment of fire sub-station at Basar.

Yours,
